What HACA clearance means in practice

In a HACA village, a layout or building proposal goes through an additional level of scrutiny. Authorities typically look at the slope of the land, proximity to forests and streams, tree cover, access, and the scale and height of the building. Some activities that are routine on the plains, such as quarrying, large cuts into slopes or clearing trees, face restrictions. This means:

  • Approval can take longer and may come with conditions.
  • Some plots, especially on steep or forest-edge land, may not be approvable for the use you want.
  • A plot sold as “ready for construction” without HACA clearance may not be.

Unapproved plots in hill areas

Hill area plots were handled under a separate regularisation scheme for unapproved layouts, open to plots sold on or before 20 October 2016. Press reports in March 2025 said applications could be registered on the tnlayouthillareareg.in portal until 30 November 2025, and that hill area regularisation is processed by DTCP with site inspections. Unlike the general scheme, which was extended indefinitely in 2025, the hill area window had a fixed deadline. A state committee identified 42 elephant corridors in Tamil Nadu in 2024, including paths through the Coimbatore forest division between the Velliangiri and Marudhamalai foothills and around Anaikatti.
