In Coimbatore, building plan approval is applied for online through the Tamil Nadu Single Window Portal for Planning Permission, and the application goes to the local body (Coimbatore Corporation, a municipality or a panchayat) or to the planning authority, depending on where the plot is and how large the building is. Small homes on approved or regularised plots can use the self-certification route, which issues a permit online almost instantly. Larger buildings go through scrutiny under the Tamil Nadu Combined Development and Building Rules, 2019. This guide explains the routes, the documents to prepare and the mistakes that cause delays.

Key takeaways

  • Applications are made on the single window portal (onlineppa.tn.gov.in), not on paper.
  • Self-certification covers small homes: plot up to 2,500 sq ft, built-up area up to 3,500 sq ft, ground plus one, up to 7 m and two units (2024 scheme).
  • An expansion to 5,000 sq ft (G+2 or stilt+3) was announced in August 2026; wait for the government order before relying on it.
  • The plot must be in an approved or regularised layout, natham, or registered before 20 October 2016.
  • Build as per the approved plan: deviations can block your completion certificate and service connections.

Planning permission and building permit

Tamil Nadu separates two ideas. Planning permission concerns land use and layouts: dividing land into plots, or large developments. A building permit is permission to construct a specific building on a plot. For most home builders on an already approved plot, the building permit is what matters. The technical standards (setbacks, floor space index, height, parking) come from the Tamil Nadu Combined Development and Building Rules, 2019.

Which authority handles your application

Inside Coimbatore Corporation limits, residential building permits are issued by the Corporation. In municipalities and town or village panchayats around the city, the respective local body issues permits up to its delegated limit, and larger or more complex buildings are referred to the Local Planning Authority or DTCP. The portal routes the file automatically once you enter the location and building details.

In 2026 the state announced higher delegated limits for local bodies (for example, residential approvals up to 1,500 sq m, about 16,140 sq ft, for corporations and municipalities). Press reports noted these measures may be modified when implemented, so check the portal for the limits in force when you apply.

Route 1: self-certification for small homes

Launched in 2024, the self-certification scheme lets owners of small residential plots get a permit online without waiting for scrutiny. Under the scheme as notified in 2024:

ConditionLimit (2024 scheme)
Plot sizeUp to 2,500 sq ft
Built-up areaUp to 3,500 sq ft
FloorsGround, or ground plus one
HeightUp to 7 m
Dwelling unitsUp to 2
Plot statusApproved layout, regularised layout, approved subdivision, natham, or plot registered by deed before 20 October 2016
Validity5 years, extendable by 3 years

You upload documents and the plan, pay the prescribed fees (scrutiny fee is waived) and receive the permit. The system picks applications at random for verification, and giving false information attracts penal action under the Bharatiya Nyaya Sanhita, 2023. In practice, that means you should still have a qualified architect or engineer draw a compliant plan.

In August 2026 the Housing and Urban Development Minister announced in the Assembly that the limit would rise to 5,000 sq ft for ground plus two or stilt plus three homes. At the time of writing, the government order and portal update were awaited.

Route 2: regular approval with scrutiny

Larger homes, apartments and commercial buildings go through normal scrutiny. The authority checks the plan against the building rules, may inspect the site, raises a demand for fees and charges, and then issues the permit. Buildings above certain heights or sizes need extra clearances, such as fire service approval for high-rise buildings or environmental clearance for very large projects.

Documents to prepare

The portal lists the exact documents for each application type. Typically you will need:

  • Title documents: registered sale deed or settlement deed and the parent documents
  • Patta in the applicant’s name, and a recent encumbrance certificate
  • Layout approval or regularisation order for the plot
  • Building plan, site plan and sections drawn by a registered architect or licensed engineer
  • Structural stability certificate where the building type requires it
  • Site photographs and the applicant’s identity and address proof
  • No-objection certificates where relevant (for example if the land is near a water body, highway or airport zone)

Our guide to patta, chitta and EC explains the land records banks and authorities look for.

Common reasons for delay or rejection

  • Patta still in the previous owner’s name
  • Plot in an unapproved layout that has not been regularised
  • Road in front narrower than the plan claims
  • Setbacks or floor space index exceeding what the rules allow for the road width
  • Land classified as agricultural or in a restricted zone in the master plan
  • Plot in a hill area village that needs HACA clearance

After approval: building and completion

Keep the approved plan on site and build to it. Unauthorised extra floors or reduced setbacks are the most common problems. Larger residential buildings need a completion certificate before electricity, water and sewer connections, while small homes within the exemption limits do not. Either way, staying within the plan keeps resale and bank valuation straightforward.

If you are still choosing a plot, start with approved plots in Coimbatore so that the permit stage is simple.

Frequently asked questions

How long does building plan approval take in Coimbatore?

Self-certified permits are issued online as soon as the application and fees are complete. Regular approvals depend on scrutiny, site inspection and how quickly you respond to queries, so plan for a longer timeline.

Can I use self-certification on an unapproved plot?

Only if the plot was registered by deed before 20 October 2016, or is natham, or in an approved or regularised layout. Other unapproved plots are not eligible.

Has the self-certification limit been raised to 5,000 sq ft?

The increase was announced in August 2026, but the government order and portal update were awaited at the time of writing. Check the portal before applying under the higher limit.

Do I need an architect for self-certification?

The plan must be prepared by a registered architect or licensed engineer. Using one also protects you if your file is picked for random verification.
