Property in India is valued using five main methods: the government guideline value, comparable sales, the cost method, the income (rental) method and the residual method used for development land. Each answers a different question, so a bank, a buyer, a seller and the tax department can reach different numbers for the same property. 1. Guideline value

In Tamil Nadu, the Registration Department notifies a guideline value for each street, survey number or area. Stamp duty is charged on the higher of this value and the sale price. 2. Comparable sales method

A valuer or broker finds recent sales of similar properties nearby and adjusts for differences such as size, floor, facing, road width, age, approvals and amenities. For plots, road frontage and corner position matter a lot. For flats, floor level, car parking and the builder’s reputation matter. 3. Cost method

This method adds the value of the land to the current cost of rebuilding the structure, then deducts depreciation for age and wear. It suits independent houses and villas, where comparable sales can be scarce, and is widely used by bank valuers. A well-maintained house with good specifications depreciates more slowly in practice than the formula suggests, so buyers also look at the comparable approach.

4. Income method

For rented property, value is linked to income. The valuer estimates the net annual rent (after maintenance, property tax and vacancy) and divides it by the yield investors expect for that type of asset. 5. Residual method

Developers value land by working backwards. They estimate what a planned project will sell for, subtract construction, approval, finance and marketing costs and a profit margin, and the remainder is what the land is worth to them. That is why land values in a growth corridor can rise sharply when planning rules or infrastructure change.

Banks

Lenders appoint empanelled valuers and technical teams. They usually combine the cost and comparable methods and lend a percentage of the lower of the agreed price and their valuation.

Income tax

When the sale price is below the stamp duty value beyond a permitted tolerance, the tax department can substitute the stamp duty value for capital gains (the old section 50C, renumbered under the Income-tax Act, 2025). A seller can ask for a reference to a departmental valuation officer. For property bought before 2001, capital gains use the fair market value as on 1 April 2001, which needs a proper valuation report.

Registered valuers

Registered valuers under the Companies Act framework are regulated by the Insolvency and Bankruptcy Board of India. Their reports are commonly used for tax, company and dispute purposes.

Tips to judge a price yourself

  • Collect three to five real transaction prices from the same locality.
  • Check the guideline value and whether the property has approvals and clear title.
  • For rented property, work out the gross and net yield.
  • Get a bank’s valuation early if you need a loan.

Is the guideline value the market value?

No. The guideline value is the minimum value the Tamil Nadu Registration Department uses to charge stamp duty. Actual market prices can be above or, in some pockets, below it.

Why is the bank’s valuation lower than my agreed price?

Banks use conservative valuations and lend a percentage of the lower of the agreed price and their valuation. Premiums for view, brand or interiors are often not fully counted.

Who can give a valuation for income tax purposes?

For capital gains and other tax purposes, use a valuer recognised for that purpose, typically a registered valuer. Check the current requirement under the Income-tax Act, 2025 with your CA.
