What guideline value is, and what it is not

Guideline value is a government benchmark to prevent undervaluation of property for stamp duty. It is not the market price. In a sought-after pocket of R.S. Puram or Race Course, market prices can be well above the guideline value, while in some outlying villages the guideline value can sit close to, or even above, what buyers are actually paying. Banks also use their own valuers rather than the guideline value to decide how much to lend.

The value is fixed separately for land and, where applicable, for buildings (based on construction type and age). For a flat, you usually pay on the undivided share of land at guideline value plus the building value, unless the agreed price is higher.

How to check guideline value on TNREGINET

  2. Select the zone, district (for example Coimbatore) and Sub-Registrar office.
  3. Select the village. For urban areas, pick the street name; for rural areas, enter the survey number and subdivision.

Income tax: why a low price can backfire

Under the Income-tax Act, 1961, Section 50C treated the stamp duty value as the sale consideration for the seller when it exceeded the actual price by more than 10%, and Section 56(2)(x) taxed the buyer on the difference in the same situation. The Income-tax Act, 2025 replaced the 1961 Act from 1 April 2026 and renumbered these provisions, while broadly carrying the policy forward. Undervaluation and Section 47A

Avoid deals where the seller insists on showing a much lower value in the deed and taking the rest in cash; beyond the legal risk, the unrecorded amount gives you no protection.

Tamil Nadu revises guideline values periodically. After a court challenge to an earlier increase, the State issued revised values from 1 July 2024 for Chennai and several other cities, and further revisions have been reported in 2026. The value that applies is the one in force on the date of registration. If you signed an agreement months earlier, recheck the value before booking your registration slot.

Can I challenge a guideline value?

If the guideline value for your land is clearly out of line, for example a whole survey number valued as commercial frontage when most of it is interior agricultural land, you can take it up with the Registration Department. Guideline values are fixed through valuation committees, and representations can be made through the District Registrar.
